Chief Position in PPOME

This is the first time in a new client since transports have moved from our sandbox to development.

In Sandbox, when creating a position via PPOME, the check box for determining whether the position was a chief or not was open for maintenance.

In the new Development client we just moved to it is not. It is grayed out and you cannot maintain it.

So I went to PO13 and I could create the 'A012' relationship that way.

So I went back to PPOME and now the check box is opened on that position for maintenance. However, when I try to create a new position it is once again grayed out.

Does anyone have any idea why this is happening?
