Error running RegAsm from a Crystal Reports class/assembly

I'm trying to get a VB.NET Windows Forms DLL to work within an old VB6 application, which I've modified to utilize the new WinForms DLL. It works fine on my machine, fine on all other developers machines, and OK on a few users machines, however on some users' machines it fails to register using RegAsm.exe. (I've written it using VB.NET 2008.) After running the .msi file to install the VB6InteropForms assembly, when I try to register my WinForm .DLL I get the following error message:

"Microsoft (R) .NET Framework Assembly Registration Utility 2.0.50727.3053 Copyright (C) Microsoft Corporation 1998-2004. All rights reserved.

RegAsm : error RA0000 : Could not load file or assembly 'CrystalDecisions.CrystalReports.Engine, Version=10.5.3700.0, Culture=neutral, PublicKeyToken=692fbea552 1e1304' or one of its dependencies. The system cannot find the file specified."

What's going on here and how do I fix it?
