Problem in triggering Workflow

Hi Experts,

I have developed WF which is supposed to be triggered whenever a parked document is created or changed.

WF is getting triggered when parked document is created but it is not getting triggered when document is changed.

In the header of the WF i have given both CREATED & CHANGED events.

Any suggestion to overcome this problem will be appreciated.
