You can check at your os leve. Login on OS with telnet with root user then su - <sid>adm and type ps -fu ora<sid> for check oracle is running and ps-fu <sid>adm for check sap application.

If you have login to OS level then you can try checking through remote desktop connection to see is SAP up or not in MMC also cross check the saplogonpad entries once.

hi,
go to command prompt-->move to profile directory
enter: dpmon pf= instance profile
enter m for menue, you will get below options
Dispatcher-Monitor-Menue
-
d - dispatcher queue statistics
p - work-process-admin-table
l - work-process-admin-table (long)
t - trace level/components for wp
w - wp_ca blocks
a - appc_ca blocks
b - dump binary content of shared memory blocks
m - mbuf status
s - service buffer status
v - tm_ad dump
z - sys_ad dump
q - quit
choose l to display wp table.
here you will find the sap system status.

what difference between 000 and 001.
I found some notes which mentional that I should using 000 for installating ...
Just after installation 000 and 001 are same but it chages as soon as you start the configuration. You have to use 000 for CTS configuration and installation of SP etc. You must not work in client 000 for productive purposes except some administration tasks. And client 066 is a special client and for Early watch.

call your basis team and check if SAP is up and running or not
also ask your network admin to check network connection
