I skipped over XI, but one of the big differences between 8 and 9 is the ability to write a SQL query right in the report that won't be overwritten by a table/selection criteria change.
The Formula Editor also has a bunch of useful enhancements, like including the formula list in a pane instead of just a dropdown. I don't think you could do Custom Report Functions in 8, either. You can also access the Formula Editor directly, instead of just by choosing a formula and editing.
There are tons of improvements -- I highly recommend the upgrade.
