NW04s BI + sem cannot db connect the external oracle (32bit ZHS16GBK)??

I setuped NW04s BI + sem whose database is oracle 10 in window 2003 server 64bit .I want to create a source systems (db connect),I inputed the related parameters .After saving it and go back,It shows me the dialog.cannot create the source systems ###. I get the system log .The information is "Operating system call gethostbyname failed (error no. 11004)

Operating system call connect failed (error no. 10060)

Database error 12737 at CON

> ORA-12737: Instant Client Light: unsupported server characte

> set ZHS16GBK".

my first question is which profile file( trnsname.ora ) is useful for db connect ,"H:\usr\sap\C12\SYS\profile\oracle" or "H:\oracle\C12\102\NETWORK\ADMIN" ?

the second question is whether sap on window 64bit can connect the external oracle(32bit)? if I have the right dbsl (dboraslib.pdb and dboraslib.dll under H:\usr\sap\C12\DVEBMGS00\exe\) ,It can work well .

the last quetions is I can use the sqlplus (H:\oracle\C12\102\BIN\) to connect to the external oracle(32bit). It shows the connect is right.why I get the above error message ?
