MRP 63 - can a sales order on a variant consume independent requirements on another material?

We have many variants of a 'base material'. The variants exist due to country specific labeling requirements. The 'base material' is a material that is sold in the US and the variants are 'created' by adding additional labeling to the 'base material'.

It is difficult to create a reasonable forecast of sales demand on the individual variants (sales demand is intermittent). If we aggregate the demand for all of the variant materials we are able to develop a reasonable forecast. We do not want to load independent requirements on the variant materials (because we aren't able to forecast accurately). Rather, we want to load the aggregate requirements onto either this 'base material' or a planning material. Can a sales order on a variant material be configured to consume independent requirements on another material (either the base material or a planning material)?
