WBS Budget Commitment should account for PO/PR creation date rather than delivery date

Dear SAP experts;

As far as I know about WBS Budget Commitment originates from Purchase Order / PR, and PO / PR items delivery date is set as "Debit date" for budget commitment (CJI5 and table COOI). We are not using Fund Management.

However, our customer requirement is that costs should be committed based on PO creation date rather than delivery date of PO / PR items. The such reason is their budget only maintained for current year and they haven’t come up with the amount budgeted for following years until earlier next years or by end of current year. It doesn’t seem right for them to perform CJ30 or CJ37 each time of budget exceeded due to PO delivery date in the next year.

I’m finding potential user exits or BADI could help to switch “Delivery Date” to “Creation Date” of PO in table COOI / report CJI5. I have searched in both our SCN forum and SAP notes, but it doesn’t seem to get the correct answers. May I ask to have your advice on the enhancements?
