Putting 2 user groups in a business rule

Hi All

There is business rule wherein the workflow will NOT trigger if the changes are made by a certain RBP group and will trigger if the changes are made by an employee outside the RBP group. This works fine.

But now I want to add 2 RBP groups for whom the workflow should NOT trigger. But inspite of adding the second RBP group in the business rule, it only works for the first group added in the sequence in the Business rule. Which means the workflow does NOT trigger when changes are made by employees in 1st RBP group but it triggers when changes are made by 2nd RBP group.

Kindly suggest what can be done in this case
