HI Madhu,
A) What factors affects the GRC performance ?
There are n number of factors that will affect the GRC performance and depends :
1. what are you executing.
2. How is your lanscape.
3. What hardware you use.
4. What is your security implementation methodology.
and some other factors as well.
B) Risk Analysis is throwing time out error
For this you can robably tune some of Configuration Menu default values and make your analysis options accurate and well defined. The config guide has a lot of these described. Each of them have their own significance and you can pick out the one and tune which best fits your need. Use Risk Analysis Performance Tuning to optimize performance according to the demands of your usage and network environment.

Some of the factors that will affect GRC performance particularly for risk analysis are :
1) Number of users to be analyzed
2) Number of rules
3) database etc

For better risk analysis job performance, we do parallelization of background jobs
To do this- Add server node(atleast two server nodes is recommended by SAP)
Make sure that enough memory is available for your server nodes (refer to SAP note 723909).
RARConfiguration Risk Analysis Default Values u2013
Good to exclude the following users:
Locked users
Locked and Expired users u2013 users outside of their validity period canu2019t logon
Mitigated users u2013 can be reported separately in Mitigation Mitigated Users
Default user type for risk analysis should be set to u2018Dialogu2019 to exclude all technical user types
