PR release stratetgies

I have created PR release by using "PR doc type", "PR total value", "Created by User" and "Requisition date" as characteristics. The Release strategy tab disappeared when PR was create by USER1 but it was change by adding item by USER2. I understand that the PR doc. has 2 users created which made program determining "Created by User" as BLANK. How can i fixed this problem?
