There is a field on the check out process for PO number, this field shows up on B2B users how can we make this field to come up for B2C users as well.

Cannot do that I had to do a modification.
The PO number box is inside a Panel now called "pnlB2B" ... I guess you could move the HTML that's inside the panel outside so when the panel is hidden it doesn't affect the PO number field anymore.
