Run termination action

Hi,

PERNR left the org. in Nov. 2008 , that time user didnot run the Action ( termination) and in 0003 he ticked Personel no. locked. for payroll.

Now client want to run temination action in April 2009 , (system payroll retroactive date is 01.01.2008)

what effect will come in system. when payroll will run ?
