How to justify the customer specific infotypes?

Dear Consultants,

What should be the basis to justify to the client that their requriement will fulfilled only by developing a customer specific infotype?

I am expecting an expert opinion, please?

    the customer specific infotypes should be made only and only very much necessary where you find that any of their requirement is not met in any sub module of SAP HR. Else after you make the customer infotype you will also have to write query or Z report for the reporting of the data for that infotype.
