There are standard programs to transfer customers, vendors, materials, and bill of product/materials from ECC to GTS. You need to activate the BADIs and change pointers to do. There is some master data you can maintain directly in GTS for the product, but that is typically associated with Customs Mgmt or Preference modules.
Master data that needs to be maintained in GTS are tariff numbers, export #s, and license masters. If you're doing any electronic communications, then there is some master data required in GTS to support talking to the government agencies as well.
