SAP MDM 7.1 Installation problem with Port Error on Windows

Hi

I am trying to insatll SAPinst on Windows and i amgetting error.

Error while connecting to communication partner-see preceeding messages.

Could not connect to host localhost on port 21212.

Java.net.ConnectException: Connection refused.

Java.net.ConnectException: Connection refused.

Can any one please sugeest how to fix this isse, can I manually edit this port?.
