setup activity not getting transfered to APO

Hi gurus

I have a master receipe with control key relevant for scheduling and resource where activty type is not maintained. I also have a secondary resource maintained for the operations whihc has a resource for which activity type is maintained.

When i transfer this productoin version to APO , the setup activity maintained is not appearing in APO ... what could be the possible reason for this
