SAP Crystal Report - Page Header Not Printing on The Top

Hi Experts,

My journal entry's layout in crystal report look like this :

And when i printed out the result will be like this :

When I printed journal entry with two rows the result will like the picture above, but when I printed journal entry with more than five rows the result will start on the top and gives no wrong.

So while the journal entry is just have two rows in that, how can i do to make a print result is on the top? I've already suppress and hide on report header. I used A4 letter with margin in inch :
horisontal : 8.269, vertical : 11.000, left : 0.158, right : 0.050, top : 0.113, bottom : 0.114

Any help will be much Appreciated.
