MRP for excess stock

Hi,

Could you kindly help to seek solution?
I would like to know how to set up MRP in following case:

Raw material : XXXX
Plant : A (Consumption Plant)

Plant : B (Excess Stock Storage Plant)

When running MRP,
if material XXXX is stock in Plant B, transfer the stock from Plant B to Plant A.
If material XXXX is no stock in Plant B, purchase from Supplier and into Plant A.


Excess stock storage means :
Issue PO [material XXXX,GR Plant A, Quantity 1,000 KG], however demand is changed, we do not need 200 KG in this timing.
Because supplier have no space to storage the material, we need to buy it.
Plant A also have no space, we put the stock on Plant B.

If the material always through Plant B, it is very simple (we setup special procurement type in material master (stock transfer from plant B)).

However we would not like to through plant B.
Because we need to pay additional cost (storage and handling charge in plant B) in this case.
