SAP TPM Create Scale Rebate Condition Record

Referring to this link Tiered Growth Rebate, is the standard functionality able to support the following scenario:

Trade Promotion is created with the intention to generate rebate agreement in ECC.

If customer A hits the sales target of USD 200,000 (time dimension can be month or year), it will be rewarded with 2% of rebate.

In ECC, such scenario can be achieved using base scale when creating rebate agreement conditions.

However, can this be done from TPM and the scale condition records are transferred into ECC upon Trade Promotion released/saved? Thanks.
