Using EPMFormattingSheet for specific intersections of rows and columns

I am looking for guidance on how to use the EPMFormattingSheet to input formulas or apply formatting to specific intersections of data between the rows and columns.

As an example if I had the following grid

2

3

I would like to use EPMFormattingSheet to apply something just to the cell B2 ONLY. Is that possible?

You can always use Excel conditional formatting!

For some member in row (or column) you define specific formatting and use conditional formatting to apply only for specific column (or row).
