Storage location extenstion

Is it possible that the storage location is automatically extended as soon as we create the material code.

Else, is it possible that will creating stock transfer order using me27. system should not allow users to create the STO unless the storage location data for the receiving plant is maintained.

i.e., if the material is moving from Plant 1 (ST01) to Plant 2 (ST08), then should not allow STO creation unless the material is extended to ST08 in Plant 2.
