After V5R4 upgrade QLGPGCMA *LOCALE is missing

All,

We upgraded to IBM i5/OS version V5R4 respin level D and cum PTF level 8305 recently (from V5R3) and we are running R/3 version 4.7 kernel 239 and the *LOCALE named QSYS/ QLGPGCMA seems to get deleted whenever we start any of our instances (we have five on one IBM server). The joblog for the DISP_WORK in the R3_xx subsystems has the message below and the impact is that various things don't work including the SAP transport system and some BRMS functions. We have contacted IBM and they said that this *LOCAL is a cache and has "environment settings" and that SAP must be overwritting or in this case deleting.

The remediation step is to recreate the LOCALE using the command below;

CRTLOCALE LOCALE('/QSYS.LIB/QLGPGCMA.LOCALE') +

SRCFILE('/QSYS.LIB/QSYSLOCALE.LIB/QLOCALESR+

C.FILE/POSIX.MBR') CCSID(37)

Has anyone else had this issue and if some what is the exact cause and fix.
