Work orders are getting generated , before the previous one was TECOed

We have the following single cycle plan.

Cycle 30 day.

Schedulign parameters

Shift Factor Late Compl. 100 %

Tolerance ➕ 10 %

Shift Factor Early Compl. 100 %

Tolerance ➖ 10 %

Cycle modification factor 1.00

Call horizon 100 %

Scheduling period 90 DAY

We have set "completion requirement" flagged which stipulates that "it generates the new call object , when the previuos one is confirmed"

We had a scheduled plan date on 20.03.2009 and 19.04.2009 but the completion date is not yet filled up.

Our maintenance dept., says new orders are getting generated without the previous ones getting confirmed or TECOed.

Can someone explain how the syatem should behave based on the above settings and what should be checked in the previous and successor PM order to ensure that the new one was generated correctly as per the above settings?
