Pl correct if i am wrong
1. The person responsible can be attached in the order header in two ways. One is through linking of PM work center with HR employee master in IR02, you can then select the employees in order header. Second is through assigning the Partner detemination procedure ( lets say person responsible, VW) to equipment category and then entering the partners in the equipment master, which then copies to the order , while creation in IW31 ( a pop up will ask you to select one entry from the multiple employees.)
2. In IW38, search is based on the partner ( lets say person responsible) will give the list of orders , which have orders assigned to the person resonsible, through either of the above two methods.
pl provide the inputs.

Thats right, based on the field u201CPartner Function of Order Headeru201D in OIOM the corresponding field will be available in IW31/IW32 at header.
Once this field is available in Order, is the above statement correct ( in the query), or I am missing something.
What is the best way to assign the person responsible. either through Equipment Partner route or through WC to HR master link.

You can assign a header partner via the IMG in TCode OIOM (Assignment of partner determination procedure to order)
Depending on the partner type used, you will get different results.
In your case have chosen a VW partner which is a partner type PE (personnel number). You can then assign a HR personnel number via the work centre data, or manually enter a value in the header or Partner tab.
