Check the following,
The primary keys you have selected. Also check the sequence of source fields you have defined with the file you are trying to upload. Also check the source structure relation you have maintained.
I would just inform you that there are lots of problems for using direct input for creation of routings. Better develop an BDC for the same. I have faced lots of problems when I wanted to create routings by direct input but later had to settle with BDC.
Also remember one very imp thing, when you are creating routings for eg for 5 materials and you have uploaded the file with 5 lines..the first line will be successfully executed and system will generate a group counter against the first material. But when you run the second line..system will keep the same group number and you will get an error saying group counter has internal number assignment..and it will not allow you to process the remaining 4 line. So, Please add a field 'PLNNR' and keep the vaule as blank against it. so that after every transaction system will put the value as blank against it and will overwrite the group counter which was created earlier. By this wau you wont get errors.
