user status in maintenance notification

hi experts,

our client using permit like class 1 permit , class 2 permit etc. I have created one user status profile containing these all type of permits & as business requirement , I have restricted to create any maint. order unless the status is set to released & it is working fine.

Now our client wants to set two status at a time in notification as sometimes some work needs to take 2 permits to carry out the work.What setting I need to do so that I can set two user status at a time ?

Also is there any way to take print out of this permit?

Please note that my client does not want to assign permit either in equipment or order.
