planning multiple machines for one planned order

My client wants to plan on individual machine basis, in packing area they have 60 machines which can pack any finish at any time. i have given them the option of maintaning more than one capacity at a time. we are using repetative manufacturing. if i open 60 work centre than i have to create 60 x 23 (number of SKU) rate routings. similarly i have create the 1380 production versions n there will be 60 production version for single SKU. my cost estimate will be based upon any one of production version. when i will post the activities as per other production version it will cause variance. can any one suggest me any method to deal with this situation. i m using rate routing with single operation. i m open to change the packing from repetative to process or discrete manufacturing as well but i need solution.
