Client Side Caching - Disabled

I am trying to set client side caching on my views. But the options are disabled. Not only this but any other option related to client side caching is disabled.

I have checked the option of com.sap.portal.contentfetching|contentFetchingService setting it to true in Security and also restarting the service in support.

The options are showing disabled for only webdynpro iviews.
