PO Delivery Address Change

Hi,

I want to communicate any change in the purchase order delivery address to vendor.

When I try to change the delivery address for the first time in the existing purchase order, it is triggering a new output message with "Change" flag checked.

But, when I try to change the delivery address once again after successful processing of previous change, it is not triggering a new output message. Is there any missing setting or specific reason for this?
