Restricting BOM Change without a Change Number

Hello All,

I have set in configuration to not let change on the BOM without a Change Number. Also in Message Type in Config, I changed it to an error message. Still when I am changing the BOM, it is throwing a 'warning' message and not an error message. I can still change the BOM, after bypassing warning message.

I want to restrict changing a BOM without a change number. How to make it into an error message.

Can someone kindly help.
