Initial installation problem with Server 2003

Hello All:

Installed the webtools default instance and installed activated IIS (the only thing that is not running is the ftp server, which I didn't think I will need), checked the ASP.NET permission and everything seems to be running. I can see the folder in the wwwrooot folder. (and it is a virtual directory). But when running from browser, It almost like the folder doesn't exist.

I am terribly sorry, but haven't touch webtool in a long while, any help will be appreciated it.
