To create dynamic destinations is necessary to do so through the Java SDK or through a report in Web Intelligence?

In XI 3.0 you can create dynamic recipients using Web I reports and publications.
Not sure if that is what you are looking at. If you are setting different destinations, eg email, unmanaged disk or ftp
