Background job sap gui not reached error in production but in quality it runs fine

When I use LSMW or IBIP to create background job, it runs fine in the Quality system.

But when I run same background job in production I get a SAP GUI cannot be reached error? what is causing this, why does it run in Quality wich is a copy of production.

A background job can never reach a GUI, the system expects an entry from the user, but a user cannot do this if the job runs in background.

Without knowing the exact situation when this error occurs it is hard to tell anything
