Activate button Hold during PO creation

Dear All,

How can i activate the icon 'Hold' during creation of Framework order DOCT YPE = FO

tcode(ME21n)

I noticed that this icon disappear when i have a combination of Acct Assg Cat= P and item category B- Blanket.

Is there any way i can enable this HOLD icon with the combination of P and B
