client scenario

hi experts this is my client scenario,

a materials valuation price includes the basic pricefrieghttax when the material is issued to the production the material price should exclude the tax amount and is issued to the production department.

the same material when issued to the reaserch department should include the tax amount.how to provide the solution for this peculiar case.

please think and give ur answers.
