Portal Web Page Creation from the Scratch..

Hello all,

We would like to Develop a SAP Web Page on our INTERNAL facing Portal with the FAQ's and "How to Documents".

Can anybody suggest me a good link OR document on how to develop a content/iviews and create a web page with the FAQ texts and HOW TO texts.
