OM Best Practices

Hello,

Can someone point me to the OM Best Practices documentation?

Also, can you advise what is the best practices for maintaining Chief relationships and Org Units --> Does the Chief need to reside in the same org unit as his/her employees or does the Chief need to be outside of the org unit he/she is managing? Keep in mind that I need to make sure the way this is maintained would be supported for ESS / MSS Implementation.
