Solution Database in Service Desk

Hi Gurus

Can any one throw some light on the functionality (Exactly how it works ) of solution database tab , in service desk messages. I suppose we may use this tab , to see whether this issue has been encountered earlier or not by searching the solution database. Exactly how is this functionality implemented and how are the solution database populated.
