Need of PI in a public sourcing and tendering scenario

Hi all,

Hope you can advise me in this topic.

I am installing a SAP SRM application with PPS3 and it seems that for Public Sourcing and Tendenring, the usage of PI is mandatory. At this moment we do not have it in our scope, is it possible to configure this scenario without SAP PI application?
