Wbs element

hi all,

is it possible to set a user status on WBS element for not using against Pm orders?

My requirement pm users are misusing the wbs element and from PS they need to have a check / control on the WBS element.

Once they set / approve the WBS element those only should been used across PM orders. How this can be achieved
