When we r doing GR in IM it will create a TR, while doing TO Scr Storage type is Intreim(902) & the Des is physical storage type & bin. But we can able to give a Intreim storage type & bin in Des. also.
Why it is allowing?

Why not?
It may easily happen that you have to move the goods to another interim storage type - e.g. this process is used in cross-docking where you receive the goods (e.g. 902) and without putting them away into one of the normal storage types, you directly move them to storage type 916 and ship them out.
Or just think of the inventory process as well as PCNs and you will see that the system itself uses TOs where both source and destination storage types are interim ones.

As mentioned by one of our forum member the case mentioned by you may be seen during PCN creation i.e for e.g when you take quality decision material moved to destination storage type which is interim storage type & from this to physical one.
It all depends on your scenarios.
