webservice inactive

Hi Experts,

after calling t-code soamanager I am choosing -

>

Web Service Administration / search and find the web service /

and then

---> klick on /apply selection / another window appears in the bottom part/ choose there

tabstrib "Configurations".

Exactly right here the web service has state "i n a c t i v e"

Although I have activated the service within SICF.

Please help me it is very important.
