Is it possible to repeat Transport of Copy for same object ?

Dear Experts,

We did transport of copies for some objects from development to QA. Subsequently, there was refresh in the QA system. Now, we need to redo the ToC for same set of objects since we see that the versions in Dev and QA are not matching. Is this possible ? Do we need to create ToC in the similar fashion as we did earlier ?

If the TOC was created in the development system, then you could still import the TR to the refreshed QA system. As long as the TR files are present, you should be able to import the TR into the QA system. I don't see a problem here.
