Can Service Desk and Issue Management be used without TREX

We are attempting to implement Service Desk and Issue management on a limited scale. There are a couple of activities in the IMG to connect to a TREX instance. We do not have TREX installed. Is it necessary to connect to an instance of TREX? Can Service Desk and Issue management be used without it? If so, what are the consequences of not utilizing TREX?
