VL10D delivery from blocked stock

Hi,

Trying to create delivey(Returns) through tcode vl10d from blocked stock type(with no stk in unrestricted) from a Spefic plant A and system is not creating delivery ECC6.0.

The same scenario is working fine in other plants ECC 6.0.

For the same Plant A and stock with blocked stock type able to create delivery in 4.6c.

Please let me know what all possible reasons.
