Rounding profile issue in sales order

When user place an order where SKU is having XYZ rounding profile.

1pac=25 EA.in UOM additional data of material master.

If user places 1Qty then the system will round up to 25 units.

If user places 2 Qty then the system will round up to 25 units.

If user places 24 Qty then the system will round up to 25 units.

If user places 26 then then the system will round up to 50 units.(multiples of 25).

The issue is when user places an order with Qty 1 for an SKU,the sales order should round up to 25.

where SKU is maintained with roundiing profile XYZ and System should round up the Qty as per above .

what we have cheked:-

There is no config. pertaining to rounding profile of sale and distribution .

In order to meet the requirment is there any configuration need to be done in the below mentioned areas.

MM,Consumption base planning ,MRP .

Rounding profile is maintained in Sales view of materila master and Config. is at the following places MM,Consumption base planning ,MRP .

How can we resolve this issue.Since the issue is happening only for one country
