ESS Emergency address fields - Help

We are on ECC 6.0 and EP 7.0 (EP3). In ESS, For US permenant address, we have city, zipcode and state fields set as required field. But for emergency address field, we don't wnat to set those fields as required field. ESS now sets those fields for required for emergency address. How to change that?

In the back end, we use feature P0006 screen control to change it but in ESS, it ignores all the feature values we set.

Anybody has any experince in this? Your help is appreciated.
