We are implementing legal control in S/4 version 1709 and have been advised by SAP that legal control is back in scope (after it was initially moved exclusively to GTS until version 1709 when it is available again). However, the traditional tcodes are not used and we need to use Fiori to set up the licences. When I open up the Fiori app "Manage Licenses" and click on the Create button, it asks for the "license owner" but there is nothing in the drop down. I can't see where I can configure or set up license owners. Any ideas? I'm really stuck here.
