Control recipe not generated

Hi, After releasing process order, i have activited "generate control recipe" icon, it gives the message that conrol recipe not generated. But order status shows as PIGN- process inst generated. i have created pi cat type which is assigned with proper characterstics. pi cat type is already assigned in master recipe. also i have done o10c setting (select position 'at the begining of operation', seq 10, created pi cat type). what i want is that when i activate "create control recipe" icon on header, it should create control recipe, and the assigned characterstic should be sent to operator thru CO53 to the process opeartor and operator should enter the value and should be returned that value to SAP. Pls advise possible corrections on this issue?
